Public Knowledge Project（公共知识项目）是北美（主要是加拿大）一些大学机构的合作项目，目的是探索新技术是否以及如何改进学术研究的专业和公共价值，blah blah blah ⋯⋯ 这些只是套话，我只是想提一下它开发的开源项目之一： Open Journal Systems（OSJ 开放期刊系统）。它是一个期刊管理以及发布系统，提供从投稿，审稿，到在线发表以及索引，同行评议期刊整个发行过程的解决方案。

OJS Features

1. OJS is installed locally and locally controlled.
2. Editors configure requirements, sections, review process, etc.
3. Online submission and management of all content.
4. Subscription module with delayed open access options.
5. Comprehensive indexing of content part of global system.
6. Reading Tools for content, based on field and editors’ choice.
7. Email notification and commenting ability for readers.
8. Complete context-sensitive online Help support.

因此，如果有搞一份比较正规的学术杂志的想法，至少软件是有了。虽然这种正规的学术期刊体系不够二（就是 2.0），但 OSJ 降低了创办学术期刊的成本，正如开源 blog 软件降低了个人网络出版的门槛，开放期刊系统对于推动开放获取，开放科学，等等科学 2.0 想法应当是有价值的。学术出版不应当只为少数几个出版机构掌握。

PS：除了 OJS，其实还有许多开源的期刊软件：DPubS, GAPworks, Hyperjournal, ePublishing Toolkit, OpenACS, SOPS, and TOPAZ 等等。要比较它们，非我的能力之内，希望有用过它们的人来提供点参考意见。
